TOGO – COVID-19 UPDATE

The Togolese Government has issued a press release revising the rules for visiting Togo.  Fully vaccinated travellers holding a certificate with a scannable QR code no longer need a PCR test. No lockdown, land borders opened on 17th May.

Are port operations continuing for cargo ships?
The port is operational for both vessel movements and STS.
Customs clearance time is extended to
– 72 hours minimum (8 working days) at the Port
– 24 hours minimum (4 working days) at the Airport.
Please see the Lomé Port Authority Update below for documentation requirements and to avoid further delays all documents must be sent 72 hours prior to the arrival of a shipment.

CREW CHANGE & VESSEL CALLS

All vessels calling at Lomé, both offshore and in the port, must send the following documents at least 72 hours prior to arrival.  In cases where this is not possible documents must be sent immediately on leaving the previous port of call.

  • Crew list – this must state crew embarkation port/Country and date.
  • Maritime Declaration of Health
  • Last 10 ports of call

Port Health will attend vessels arriving from affected countries, in order to disinfect the vessel first before any other persons embark to carry out their assigned jobs.

In the event of a person being contaminated or showing symptoms of the COVID-19 virus, the port health authorities must immediately be called and an assessment of the state of health of the people on board will be carried out. Either they will be asked to remain confined to their cabins, or they will be disembarked and quarantined at the hospital CHU Campus de Lomé (Bd. Gnassingbé Eyadéma, Campus, Cité OUA – 03 BP 30284-Lomé-TG).

ADDRESS BY THE PRESIDENT OF THE REPUBLIC OF TOGO 1st April

GOVERNMENT COMMUNIQUE ***** March 20th
Communiqué du gouvernement- Coronavirus

As part of the measures planned by the government to prevent the spread of the coronavirus epidemic, the following additional measures are taken:

 
1. The closure for two weeks, as of this Friday, March 20, 2020 at midnight of all the land borders of our country to passengers. This measure does not apply to the movement of goods.
 
2. The closure of certain cities, in particular Lomé, Tsévié, Kpalimé and Sokodé, from Saturday March 21, 2020 at 6 am, with strict controls at the entrances near Tsévié on the national road N ° 1; of the Aného toll booth on the national road N ° 2 and of Amoussou-Copé on the national road N ° 5.
 
3. The prohibition until further notice of frequentation by any person of the beach along the coast.
 
4. The closure for one month of places of worship, churches and mosques, starting on Saturday March 21, 2020 at 6 a.m.
 
5. The immediate closure of all public, private and denominational, primary, secondary and university schools for a period of three (03) weeks.
 
6. Funerals and burials may not bring together more than 15 people, until further notice.
 
7. All sellers in the markets must wear protective masks.
 
8. Mass cultural and sporting activities are suspended until further notice.
 
9. The immediate closure of nightclubs throughout the national territory. The Government invites the population to be more careful in public places and during social activities, in particular respect for the hygiene measures recommended and to limit unnecessary travel. It appeals to everyone’s understanding, good citizenship and sense of responsibility for the effective implementation of all these measures.
 
Anyone who violates these measures faces severe penalties.

STATEMENT FROM THE MINISTERIAL MEETING – MONDAY, MARCH 16, 2020

  1. From Friday 20th March 2020 – Suspension for two weeks of all air routes from high-risk countries, namely: Italy, France, Spain and Germany.
  2. Cancellation of all international events scheduled to take place in Togo for three weeks from 16 March 2020.
  3. Suspension of non-essential official missions to high-risk countries, as of today 16 March 2020.
  4. Compulsory self-isolation for 14 days for any person arriving in Togo and having stayed in a high-risk country. In case of non-compliance with self-isolation, strong sanctions are foreseen.
  5. The Government advises against travelling to countries where the pandemic is declared.
  6. A ban on any assembly of more than 100 people throughout the country for one month, starting at midnight on Thursday 19 March 2020.
  7. Reinforcement of surveillance and individual and collective prevention and protection measures: washing hands with soap, using hydroalcoholic gel, not shaking hands when greeting each other, avoiding hugs and kisses, etc.
  8. For urgent actions, the Government is releasing the sum of two (02) billion CFA francs.
  9. Administrative, traditional, military and religious authorities and the entire population must contribute to the implementation of these measures, which are necessary for all.
